Wanted terror suspect Mohamud Mohamed aka Gasere and three others surrendered to police at the CID in Malindi on Tuesday.
Mohamed, who surrendered in the company of his father, is said to have been operating in Majengo and Malindi.
County commissioner Nelson Marwa said he was among four who escaped a police dragnet in Majengo area on Monday, when two rifles and more than 300 bullets were recovered.
A source at the National Intelligence Service told The Star he was among those who sneaked out of Boni Forest on December 29, 2015.
"The suspect's arrest is a major relief to the state. He will give us crucial information because he was among those who sneaked out of the forest to plan major New Year attacks," the source said.
The source said Mohamed and those he escaped with are believed to have been targeting several Mombasa locations including a police station.
Intelligence reports state Mohamed was the one handling a KDF M4 rifle stolen from Nyali Barracks during an November 2014 attack in which a soldier died.
Another suspect Abdifatah Twahir was arrested at a house in Malindi and chemicals for manufacturing improvised explosive devices and Jihad literature recovered.
Money in Kenya shillings, British pounds and US dollars, a Russia-made hand grenade, two detonators and ten safety pins were also found.
Eight suspected al Shabaab operatives were earlier arrested in Mandera and are being held in El Wak for interrogation.
Northeastern regional coordinator Mohamud Saleh said the suspects were in the country illegally and were arrested at their hideouts in the operation that followed attacks along Mandera-Wajir road.
The operation will go on for the next two weeks, the police boss said, adding they made changes after the militiamen changed their strategy.
At a media briefing late Tuesday, Marwa and regional police commander Francis Wanjohi said detectives are working round the clock to arrest all terror suspects.
"This is just the begining. We will follow them wherever they go. We urge them to surrender. They will see fire [sic]," he said.
Detectives are pursing terror suspects including Kassim Mohamed, Hussein Omar, Mohamed Salim and Ismael Shosi.
