Former NDLEA Chairman Turned Agency Into ‘Breeding Ground For Illicit Drugs,’ Petition To Buhari Says
He stated that a thorough investigation of his petition will establish cases of monumental corruption, fraternity/compromise with drug barons, misappropriation, maladministration and abuse of office, criminal breach of trust and many other offences against Alhaji Giade, whom, he said, took his appointment as an opportunity to enrich himself, turning Nigeria into a breeding ground for assorted illicit drugs.
A strong petition containing wide-ranging allegations of corruption and abuse of office against Alhaji Ahmadu Giade, the former Chairman/Chief Executive of the National Drug Law Enforcement Agency (NDLEA) has been sent to the federal government by a top member of the agency.
In the letter, which was addressed to the Attorney General and Minister of Justice but also copied to President Muhammadu Buhari, NDLEA’s Chief Superintendent of Narcotics Barrister Paul Audu called Giade’s 10-year tenure “a bizarre reminiscence of the draconian regime of the vicious IDI-AMIN DADA of Uganda.”
He called for a thorough investigation of the period, stressing that combatting corruption in public institutions in line with the change mantra of the Buhari administration is a collective responsibility on the part of all Nigerians, including encouraging workers in the public sector to patriotically expose the evils and corrupt practices of public office holders superintending their work places.
“This is time for change; a time of reckoning and there must not be sacred cows,” Mr. Audu said. “There must be a break from our rotten past; a new Nigeria must emerge. Corrupt leaders like Alhaji Ahmadu Giade must be made to refund/return looted public funds and equally made to face the wrath of the law to serve as deterrent to others and to realise that public office is a trust and must be held responsibly and accountably.”

The following are a few of the instances cited by Mr. Audu against the former chairman:
· He pocketed about N900 million extorted from poor job-seekers in 2010/2011, and then refused to train the few that were recruited;
· Misappropriation and embezzlement of N500m given to the agency by the government for a Drug Demand Reduction campaign in 2008;
· Stealing of N16m belonging to the National Emergency Management Agency in 2009 that that agency remitted NDLEA for the training of its staff at the NDLEA Academy in Jos;
· Embezzlement of N1.5 billion Federal Government Intervention Fund in 2014, the government intended for taking care of the needs of the Agency such as operational vehicles, arms, and ammunition.
Mr. Audu also alleged that the former chairman fraudulently and illegally occupied the office of Chairman/Chief Executive of NDLEA, to which he was appointed in November 2005 by President Olusegun Obasanjo, by six years.
“His 4 years tenure elapsed on 24th November, 2009 when Late President Musa Yaradua was abroad for treatment,” he recalled. “No other President renewed his tenure as required under the Constitution or at all but Giade took advantage of Yaradua’s absence when his tenure elapsed to fraudulently hijack and occupy the seat of NDLEA Chairman/Chief Executive till 24th November, 2015 when he reluctantly vacated office on the directive of the Presidency.”
He further stated that in his capacity as Chairman/Chief Executive of the NDLEA, Giade was entitled only to $550 per night for foreign trips, but that he unilaterally and fraudulently doubled the estacode to $1,000 per night for himself.
“Investigation will reveal that Alhaji Ahmadu Giade was the most travelled public officer in Nigeria and he even severally hijacked and travelled abroad to attend courses meant for career and even junior officers of the Agency, all because of his unquenchable thirst for dollar estacodes,” the petition also said.
It further stated that the Americans love Giade, but for the simple reason that he has happily compromised Nigeria’s national security to them for his selfish interest.
“A visit to NDLEA national headquarters in Ikoyi Lagos, Lagos State Command of the Agency, Ikeja and our International Airports will show how our national security has been compromised to the Americans by Giade, so much so that it is no longer safe to even hold meetings in the offices.”
Giade, he continued, has allowed American DEA to install their surveillance gadgets/equipment to monitor all activities that go on at NDLEA national headquarters and international airports and their environs, and that everything is being directly controlled by the Americans who have been given offices in all these places.
“I firmly believe that the surveillance gadget at the Lagos airport equally captures every activity that go on at our Air force Base Ikeja which is located adjacent the airport,” the petition stated.
It then asked: “Is that safe for Nigeria as a sovereign Nation in as much as we desire to fight drug war? Can America allow Nigeria to do this in their Country in the name of drug war? Are all those installations not only meant to protect the interest of America in ensuring that drugs do not cross into their country, while obviously Giade has not made any tangible effort to tackle drug problem in Nigeria? Is that not pure espionage?”
According to Audu, “To say that about 98% of NDLEA officers are victims of Giade’s administrative terrorism while all Nigerians are victims of Giade’s lackadaisical attitude to illicit drug control, is an understatement.” He lamented that the former chairman “deliberately and woefully turned our beloved country into a drug consuming nation.”
Urging the Attorney-General to commence the investigation of of Giade’s 10 years in charge of NDLEA, he said that the allegations in his petition are only “the tip of the iceberg” vis-a-vis other atrocities that will be uncovered.
But should the Attorney-General not be willing to order such an investigation and subsequent prosecution, however, the lawyer has requested to be informed in order that he might personally consider the possibility of invoking the right/power of private prosecution under the law.
Mr. Audu’s letter was routed through the Acting Chairman/Chief Executive of NDLEA, and the Sokoto State Commander of the agency.

A COMPEDIUM OF ALHAJI AHMADU GIADE’S ( NDLEA’S EX CHAIRMAN/CHIEF EXECUTIVE’S) CORRUPTION AND ABUSE OF OFFICE; A CALL FOR INVESTIGATION, RECOVERY AND PROSECUTION.
With utmost sense of patriotism, I hereby furnish you with the following allegations against Alhaji Ahmadu Giade, the immediate past Chairman/Chief Executive of National Drug Law Enforcement Agency (NDLEA) for discreet investigations and necessary actions Sir.
1. RECRUITMENT FRAUD AND STEALING OF ABOUT NINE HUNDRED MILLION NAIRA (#900,000,000.00) REALISED FROM POOR JOB APPLICANTS.
In 2010/2011, thousands of poor job seekers were made to apply for NDLEA job and a whooping sum of one thousand five hundred Naira (#1,500.00) was squeezed from each of them as application fee but only less than 2000 of them were employed. Even a large number of the people employed did not apply for the job but had to pay through their nostrils to get the job.
In aggregate, about #900,000,000.00 was realised from those that formally applied for the job but Giade pocketed the whole money realised from the so-called recruitment exercise and even refused to train the few that were recruited. This is not just corruption but robbery.
When it comes to corruption and self aggrandisement, Giade is a maestro; a man who knows how best to squezze water from stone with merciless temerity and dexterity. A little wonder he had to hide under the guise of recruitment to squeeze a whooping sum of about #900,000,000.00 from desperate poor job seekers to enrich himself without giving them jobs.
Giade is not only corrupt himself but he encourages his officers to be corrupt. After stealing the money (about #900,000,000.00) realised from the recruitment exerise, he later directed all the State Commanders of the Agency to source for money for the newly recruited personnel within their respective commands to be trained. Where else does Giade expect his Commanders to source for money order than from drug barons/dealers? Eventually, only six state Commanders were able to panicly source for money for the training of their new officers in order not to fall into Giade’s trouble.
When in 2012 crisis erupted in Benue State over the killing of one person by an untrained NDLEA officer who was issued rifle to go for operation, Giade was questioned by the Nationl Assembly and he lied before the National Assembly that he had already trained all the newly recruited cadets and claimed to have spent about #800,000,000.00 in training them, while as a matter of fact, not even one of them had been trained as at that time.
Giade sholud be asked to produce or account for about Nine Hundred Million Naira (#900,000,000.00) realised from the 2010/2011 recruitment exercise conducted by him.
2.MISSAPPROPRIATION AND EMBEZZLEMENT OF FIVE HUNDRED MILLION (#500,000,000.00) DRUG DEMAND REDUCTION CAMPAIGN FUND.
Sometime in 2008, Federal Government remitted the sum of #500,000,000.00 to the Agency for drug demand reduction awareness campaign but Giade misappropriated and embezzled the fund.
At the end of the day, the then Director of Drug Demand Reduction and other members of the committee who were sidelined were forced to sign a report which content they were never allowed to read despite their insistence to that effect and the report was used to reitre the money. They all reluctantly succumbed when they were confronted by Giade with the options of either signing the concoted and fraudulent report or facing compulsory retirement. This could be verified from those that signed the said report while Giade should be asked to account for/refund that money.
3.STEALING OF 16 MILLION NAIRA (#16,000,000.00) NEMA TRAINING FUND.
Sometime in 2009, National Emergency Management Agency (NEMA) remitted the sum of thirty four million Naira (#34,000,000.00) to the Agency (NDLEA) for the training of its staff at the NDLEA Academy, Jos.
The NDLEA Commandant at the Academy (Mr. M..K.Jibrin) judiciously utilised the fund, leaving a balance of Sixteen Million (#16,000,000.00 ) at the end of the training. Giade refused to inform NEMA of this development but rather he fraudulently ordered the Commandant of the Academy- Mr. M.K. Jibrin to release the unused balance of Sixteen Million Naira (#16,000,000.00) NEMA fund to him instead of returning the money back to NEMA that entrusted the Agency with the fund.
If Giade could stretch his hands and neck to steal #16,000,000.00 belonging to another Agency (NEMA), that speaks volume of the magnitude of public funds he had looted from NDLEA which was directly under his control for ten years. Giade should be made to refund the #16,000,000.00 NEMA training fund. .
4. EMBEZZLEMENT OF 1.5 BILLION NAIRA FEDERAL GOVERNMENT INTERVENTION FUND.
Sometime in 2014, the Federal Government released #1.5 billion to the Agency as intervention fund. The fund was meant to cater for the needs of the Agency, but at the end of the day we did not see or feel the impact of the fund in the Agency, as the same problems the fund was meant to cater for, like lack of operational vehicles, arms and ammunition e.t.c. still linger and even worsens in the Agency. Giade should be made to satisfactorily account for how the money was spent or refund same.
5. FRAUDULENT AND UNLAWFUL OCCUPATION OF THE OFFICE OF THE CHAIRMAN/CHIEF EXECUTIVE OF NDLEA FOR EXTRA 6 YEARS.
Alhaji Ahmadu Giade was appointed as Chairman/Chief Executive of NDLEA on 24th November, 2005 by President Olusegun Obasanjo for a term of four (4) years like his predecessors. His 4 years tenure elapsed on 24th November, 2009 when Late President Musa Yaradua was abroad for treatment. No other President renewed his tenure as required under the Constitution or at all but Giade took advantage of Yaradua’s absence when his tenure elapsed to fraudulently hijack and occupy the seat of NDLEA Chairman/Chief Executive till 24th November, 2015 when he reluctantly vacated office on the directive of the Presidency.
1f a person could, with blazen impunity, fraudulently hijack and occupy public office, that spells bad omen for our society . That is a coup and a rape on the Constitution of the Federal Republic of Nigeria which is our grundnorm, and such a person should be made to refund all the salaries, allowances and monies paid to or recieved by him for the period he unlawfully occupied such office and should also be made to face the wrath of the law in order not to leave a bad legacy for our society.
Giade should provide evidence of renewal of his tenure after 2009 and also explain why he remained in office till November, 2015 even after unlawfully exhausting second tenure (8 years) in 2013. Otherwise, he should refund all the monies paid to or recieved by him since his lawful tenure expired in 2009 or for the period he occupied that office unlawfully. Public office must be safeguarded and held sacrosanct just as our Constitution must be held inviolable.
5. FRAUDLENT REFUSAL TO RELOCATE NDLEA HEADQUARTERS TO ABUJA.
Alhaji Ahmadu Giade fraudulently refused to relocate the Agency’s headquarters from Lagos to the Federal Capital Territory, Abuja so he could be globe trotting for estacode/travelling allowances and to also hide himself in Lagos so that his unlawful occupation of the office of Chairman/Chief Executive should not be noticed.
In a month, Giade travels about 8-10 times from Lagos where the Agency’s headquarters is located to F.C.T. Abuja and each of his trips costs approximately five Hundred Thousand Naira (#500,000.00) or more. In aggregate, about #4-5 Million is spent on Giade’s trips monthly. multiply this figure by 12 months that makes a year. Is this not a deliberate and fraudulent waste of government resources when the money spent on Giade’s trips alone for 3 months or less is enough to rent office accomdation for the Agency in FCT Abuja for a year?
Records will show that about 65-70% of funds released by the Federal Government to run the Agency is spent on Giade’s trips alone thereby starving the Agency and incapacitating the Agency from delivering on its drug control mandate.
Officers are made to travel on official assignments at their own cost and expense. Officers are being posted to uttermost places, from one end of the country to another without transfer allowances/benefits paid to them. The official language is “no money”. But for every of Giade’s trips, most of which are not even necessary, he must be paid at all cost before take off even if it means dipping hands into cooperative’s fund contributed by officers from their salaries.
Giade should be questioned why he decided to flaut the Federal Government’s several directives to him to relocate the Agency’s headquartes to Abuja while the huge sum of money he had realised from his Lagos-Abuja trips for the past ten years he deliberately flauted or disobeyed the Federal Government’s directives should be investigated into.
6. FRAUDULENT DOUBLING AND COLLECTION OF ESTACODES.
As Chairman/Chief Executive of the Agency, Alhaji Giade was entitled to only Five Hundred and Fifty Dollars ($ 550) per night for every foreign trip embarked upon, but Alhaji Giade unilaterally and fraudulently doubled the estacode to one thousand dollars ($1,000) per night for himself.
Investigation will reveal that Alhaji Ahmadu Giade was the most travelled public officer in Nigeria and he even severally hijacked and travelled abroad to attend courses meant for career and even junior officers of the Agency, all because of his unquenchable thirst for dollar estacodes. He was even said to have estacode sharing arrangement with some of his boys whom he seldom sends on foreign courses when he could not go himself. This accounts for why a particular set of officers who cannot even impact the knowledge acquired from those courses monopolises the register of NDLEA officers who had travelled for courses abroad. Those officers were sent by Giade for the foreign courses not to acquire kwoledge for the Agency but to acquire estacodes for their sharing. Giade should be made to refund the whole sum of dollars he had collected in excess of his due entitlement.
7.FRAUDULENT RETURN OF “UNSPENT FUNDS” TO FEDERAL GOVERNMENT
Alhaji Ahmadu Giade sometime demonstrates fraudulent skill and ingenuity to cover up his corrupt practices by returning “unspent funds” to the Federal Government treasury at the end of the year to decieve the Federal Government that he is a man of intergrity.
It is an incontrovertible fact and foolproof that NDLEA is lacking virtually in all areas – operational and staff vehicles, arms and amunition, office structures, man power, fraudulent non payment of imprest to run the office/state commands (which encourages corruption), outstanding officers”s claims etc., all of which utterly affect the Agency”s efficient service delivery capacity, and this is essentially attributable to “lack of funds”.
It is interesting to note that Giade has not paid imprest to any state command of the Agency since March, this year (ie for the past 9 months). How then can they work and control illicit drug businesses and abuse in their domains. Is Giade not encouraging corruption and proliferation of drugs in our society as has become the order of the day?
So how can an honest leader who means well for the Agency and the country return money instead of utilising the money to cater for the problems/needs for which the funds were allocated by the federal government for the actualisation of the Agency’s drug control mandate. Is there any iota of honesty in Giade’s “return of unspent money” in this scenario at all. The scenario of where he even refused to return NEMA’s fund but rather stole same makes it obvious that the purported return of unspent NDLEA funds is a mischievious cover up.
Due to Alhaji Ahmadu Giade’s total lack of interest in drug control and his non-chalance attitude to the problems/needs of the Agency and principally due to his inordinate quest for corrupt enrichment of himself, he would direct the payment of the insignificant balance to the federal government treasury to dubiously paint a good picture of himself after fraudulently enriching himself, not even realising that a public office holder whose organisation is bedevilled with problems/needs but fails to utilise the funds disbursed by the federal government to cater for some of those problems/needs but rather returns the funds to the federal government while those problems/needs still persist or even worsen , is truly portraying and exposing himself as unfit and incompetent, not worth the office enthrusted into his hand.
8.FRATERNITY/COMPROMISE WITH DRUG BARONS
In 2006, I singularly initiated, coordinated and spearheaded the arrest of a highly volatile notorious and an internationally wanted drug baron by name Akindele Ikumuloyi (who in the words of Alhaji Giade himself “ once controlled drug trade in Lagos”), and confidentially discussed with Alhaji Giade my further plans to arrest other drug barons and close down their drug network. I also traced his (Akindele Ikumoluyi’s) assets in 13 different locations in Lagos.
Suffice to mention that Alhaji Ahmadu Giade, pretexiously celebrated and still celebrates the arrest of Akindele Ikumuloyi and even organised a world press conference in Abuja in respect of this arrest. This arrest equally generated stupendous commendations (which Alhaji Giade still brandishes to his credit) from our International collaborators, and same top the list of arrest United States of America used for the certification of Nigeria.
However, this noble accomplishment, instead of appreciation and encouragement, only fetched me endless persecutions and victimisation from Giade who felt I was out to take bread and butter off his table by waging war against drug barons. Details will be supplied in the course of investigation.
Some other patriotic officers like Mr. Idris Ahmed Zakari and others who risked their lives to arrest big time drug dealers also suffered similar fate in the hands of Giade after compromising investigation and releasing those suspects some of whom were even foreigners, at a time when about 189 Nigerians were facing trials for drug offences in different parts of the world. Details will be supplied in the course of investigation.
Some hard working Commanders who clamped down on big time drug dealers were crucified by Giade for trying to deplete his return collection net work. How many drug barons did Giade arrest during his 10 years administration apart from Akindele whom arrested at the very embryo of his administration and which gave our international collaborators especially the U.S. the wrong impression that Giade was a man ready to fight drug war to the root? All he concentrated on was the arest of drug couriers (who are agents and errand boys of drug barons at our international airports to decieve and please American DEA to enjoy their support), while sparing their masters/drug barons who are untouchable for obvious reasons, and turning our own erstwhile drug free country to a drug consuming nation.
9. FRAUDULENT RETURN OF CONFISCATED PROPERTIES TO DRUG BARONS.
Almost all the properties seized/confiscated from drug barons by his predecessors, particularly General Musa Bamaiyi of blessed memory (posterity will remember him for good) have been returned to the same barons by Alhaji Ahmadu Giade.
Some of those properties located at Ajao Estate, Murtala Mohammed International Airport Road, Ilupeju, Lagos e.t.c. which were being used to quarter NDLEA staff were returned to drug barons by Alhaji Giade after NDLEA officers were ordered by Giade to vacate those properties.
10. MISAPPROPRIATION AND EMBEZZLEMENT OF FUNDS DONATED BY STATE GOVERNMENTS FOR SPECIFIC PROJECTS
Some State Governments had, at one point or the other, donated funds to some State commands of the Agency within their states for some specific projects. Sadly however, Giade would never allow the supposed beneficiaries of that fund to utilise the funds for the purpose or project it was meant for, but would fraudulently retrieve the funds from the affected state commands, leaving the target project unexecuted, and divert the funds for another purpose entirely outside the donnee state command, and in the process embezzle the funds.
Some commanders who dared to use the funds for the target projects without releasing the money to Giade were blatanly punished by him.
In a similar vein, some state Governments and FCT authority have placed state commands of the Agency within their territories on monthly imprest, but Giade who does not give imprest to state commands to run the Agency would fraudulently order them to pay about 60-70% of the imprest recieved from States to an account under his control where he could have the opportunity to embezzle the money, leaving the commands with only about 30 or 40% of the fund which will not be enough to effect drug control as intended by the donor states/authority.
In FCT, for instance, the sum of One Million Five Hundred Thousand Naira (#1,500,000.00) is paid monthly to NDLEA, FCT Command to effectively combat illicit drugs within the territory, but Giade only leaves the command with six hundred thousand Naira (#600,000.00) and corner the balance of #900,000.00 to an account of his choice. The story is the same across the various commands of the Agency that enjoy such priviledge from states.
11. UNFAIR DEPRIVATION OF NDLEA OFFICERS OF FEDERAL GOVERNMENT MOTIVATION VEHICLES
Sometime in 2008/2009, the Federal Government, concerned with the welfare of military and para military officers and men and the need to motivate them through neccessary incentives, magnanimously released huge sum of money to military and para military organisations to purchase vehicles and motor cycles to their staffs. Virtually all the affected organisations purchased vehicles from Peugeot Atomobile of Nigeria (PAN) for their officers but no single NDLEA officer benefitted from that well intended scheme till date.
Giade should be made to account for why he deliberately denied all NDLEA officers from benefitting from that Federal Government gesture that was meant to motivate or spur officers for efficient service delivery, after we were all made to fill forms choosing vehicles of our choices from the vehicles displayed at our national headquarters in Ikoyi Lagos for that purpose, and if funds were released for that purpose, he should account for same appropriately.
12.COMPROMISING OUR NATIONAL SECURITY
The only reason why the Americans are in love with Giade is obviously because he happily compromises our national security to them for his selfish interest. Why should we allow America to do what they can never allow Nigeria to do in their own country?
America can never compromise her national security for whatever reason. They had attempted this with previous NDLEA chairmen and failed because they are patriotic and know the security implication of that to our Country, but Giade’s self centredness will not allow him to tow the line of his predecessors. Giade is a willing tool in their hands, not minding the effects on Nigeria as a sovereign state. Hence, they will always prefer to position him where they will be able to effectively use him to spy on the activities of the Federal Government through him and report back to their country. No other person that means well for his country and knows the value of national security will do such a job except Giade.
It is Nigerians that will know whether Giade has fought drug war satisfactorily and not Americans or foreigners. It is glaring to all Nigerians that more than ever before, illicit drug problems in Nigeria has worsened for the past ten years that Giade became Chairman/Chief Executive of NDLEA. Illicit drugs have taken over our country, from streets to motor parks to market places to schools e.t.c. Every family in Nigeria now has her own tale to tell. No thanks to Giade who has woefully and cheaply liberalised illicit drugs in our society.
Who in Nigeria will say with all objectivity that Alhaji Ahmadu Giade has reduced the menace of illicit drugs in Nigeria in his ten years administration? Rather, the menace of illicit drugs has quadrupled, bringing sorrows and tears to almost every happy home that hitherto knew nothing about hard drugs. Could that be a pass mark for Giade. Certainly not.
13. ANTAGONISM TO EXCELLENCE AND PROFESSIONALISM.
Alhaji Ahmadu Giade treats with disdain any officer with intellectual disposition, beheading them as they come as he sees them as threats to his inordinate desire to create an opportunity for his preferred candidate who can cover up his misdeeds to succeed him as Chairman/Chief Executive of the Agency.
Numerous examples abound to prove that most of the top officers of the Agency that attended National War College (now Defence College) as well as those that attended National Institute for Policy and Strategic Studies (NIPSS) are either immediately flushed out of the Agency or frustrated and relegated to the background upon graduation or set up because Giade sees them as threats to his position/ambition. Where are the likes of Dan-Asabe Umar (nwc), Victor Cole-Showers (nwc), Dr. Wale Ige (mni), Tony Ohanyere (mni), M.K. Jibrin (mni) and others today?
Committed and hardworking officers that insist that things must be done professionally are tagged “rebels” by Giade. This set of officers have been rewarded with punitive transfers and career stagnation for 10 years upward and made to serve under their juniors. Any officer that stands on his way to acomplishing his corrupt and selfish desire must be crushed by Giade. That is why drugs now litter our streets freely as officers have been demoralised by the 82 year old Giade that is suppose to be a father to all.
Needless to say that abuse of office, corruption, incompetence, mediocrity, indiscipline intimidation, oppression, highhandedness, tyranny, vindictiveness, gloom, despodence, frustration, harvest of deaths are the hallmarks of Giade’s administration.
14. INSTITUTIONALISTION OF INDISCIPLINE IN NDLEA
Discipline which was highly observed and respected in the Agency as a paramilitary organisation has been thrown into the mud by Alhaji Giade upon assumption in office. With the number of years Alhaji Giade spent in the police before retirement, one had expected him to know and appreciate the importance of discipline in a para military organisation that emphasises hierachiahal seniority.
NDLEA today is in disarray because of the manner Alhaji Giade has stagnated officers of all ranks without promotions for no fault of theirs and surbodinated superior officers to their juniors unduly elevated by Giade.
Even when there was a superior circular from Federal Civil Servise Commission wtih ref. no;FC.6243/S.1/XVIII/5 dated 28th May, 2010 and recieved by NDLEA on 07 JUN,.2010, directing all MDAs in arrears of their staff promotion to conduct promotion exercise on or before 30th November, 2010, Alhaji Ahmadu Giade blatantly disobeyed the said circular with impunity despite the sanction attached to non compliace with the said circular. How can you expect the best out of unhappy officers? All these anormalies do not augur well for effective drug control service delivery.
To say that about 98% of NDLEA officers are victims of Giade’s administrative terrorism while all Nigerians are victims of Giade’s lackadaisical attitude to illicit drug control, is an understatement. Evidently, Giade has deliberately and woefully turned our beloved country into a drug consuming nation. Giade has reduced NDLEA that used to be highly reputed for its vibrancy and fecundity in anti-narcotic stride to lower than mere man-o-war or boys scout organistion. OH, NDLEA, HOW ARE THE MIGHTY FALLEN !!!
Infact, the ordeal of NDLEA officers under the 10 years administration of Alhaji Ahmadu Giade is a bizzare remininiscence of the draconian regime of the vicious IDI-AMIN DADA of Uganda (of inglorious memory) who stands in eternal derision and condemnation by posterity.
I must emphasise that combatting corruption in public institutions in line with the new change mantra is a collective responsibility which requires concerted, drastic and aggressive efforts on the part of all and sundry, including encouraging those working in public institutions/organisations to patriotically expose the evils and corrupt practices of public office holders superintending their work places. It is only by so doing that other public office holders will be deterred from engaging in corrupt practices.
This is time for change; a time of reckoning and there must not be sacred cows. There must be a break from our rotten past; a new Nigeria must emerge. Corrupt leaders like Alhaji Ahmadu Giade must be made to refund/return looted public funds and equally made to face the wrath of the law to serve as deterrent to others and to realise that public office is a trust and must be held responsibly and accountably.
Honourable Sir, a thorough investigation of this petition will certainly establish cases of monumental corruption, fraternity/compromise with drug barons, misappropriation, maladministration and abuse of office, criminal breach of trust and many other offences against Alhaji Ahmadu Giade, the immediate past Chairman/Chief Executive of NDLEA who unpatriotically took his appointment as an opportunity to enrich himself, turning our country to a breeding ground for assorted illicit drugs
In conclusion Sir, I most humbly urge you to cause a thorough investigation into the activities of Alhaji Ahmadu Giade for the 10 years he occupied the office of Chairman/Chief Executive of NDLEA (6 out of which is even unlawful) by the appropriate investigating authority and it would be revealed that the allegations contained hereiin is a tip of the iceberg vis-a-vis other atrocities that will be uncovered at the end of investigation.
If however you are not disposed to ordering investigations into the allegations contained herein and subsequent prosecution, kindly and graciously endorse same back to me appropriately so I can consider the possibility of invoking the right/power of private prosecution under the law.
